As chief financial officer of Community Preservation Partners (CPP), Belinda Louise Oakes brings nearly 30 years of finance and accounting experience, with deep expertise in the affordable housing sector. Since joining CPP in 2021, she has led transformative initiatives, including the implementation of a new online accounting system, the revamp of the accounting team structure and the development of a three-year rolling cash flow plan that helped collect $32 million in outstanding fees. Oakes’ strategic leadership has driven consecutive year-over-year revenue growth of 17% in 2023 and 14% in 2024. She collaborates across departments – from asset management to construction – to ensure alignment between CPP’s financial operations and sustainability goals. Her recent rollout of a centralized revenue and cash tracker has significantly improved cross-departmental communication and reporting quality. A committed mentor, Oakes champions the advancement of women in real estate and finance through hands-on training. She currently serves as the president of the Hermosa Beach Education Foundation, extending her leadership beyond the workplace.
